César Andrés has more than 20 years of experience analyzing, evaluating, and managing security and national defense issues. He has led reform processes for the defense and security sector and strategic design and information systems areas.

He has worked in the Ministry of Defense in Colombia, the South American Defense Council, and different think tanks constructing public affairs analyses. He has advised military and police organizations in plan design, organization analysis, and strategy. Likewise, he has advised private companies and public entities on strategic processes.

He is currently the director of urban security at ProBogotá Region Foundation, has an Op-Ed in El Espectador newspaper and is a National Defense lecturer at Universidad Externado de Colombia in Bogotá.

César is a professional in Government and International Relations with a master’s degree in Strategic Studies and International Security from the University of Granada, and studies on negotiation and mediation, Security Sector Reform, DDR, Border management, and complex systems control.
